(A) An applicant for a new or change of established water service, from any main line to the municipally-owned water system, shall pay a tap-in fee in accordance with the current rate reference on non-recurring charges.
(B) All water applicants must sign an application for service and meter request. All new service requests must be accompanied by a tap-in fee and or meter deposit in effect at that time before a meter will be installed.
