Garbage and other refuse shall be collected from the premises of commercial establishments as often as is necessary to maintain property and sanitary conditions, except that in no case shall collections be more often than once per day, and no collections shall be made at all on Sunday or legal holidays. The contractor shall so schedule operations so as to maintain a systematic, periodic collection schedule, so that householders and commercial operators will know when collections are to be made and can plan accordingly. The contractor shall collect garbage, refuse, and waste from the public playgrounds, town buildings, and churches as often as shall be designated by the Street Commissioner, which collection shall be without additional charge.
