The town shall from time to time enter into contracts for the collection and disposal of refuse and garbage based upon competitive bid as required by state statute. The cost of collection and disposal of the solid waste shall be paid by the town by levying a service charge against property owners to whom such service is available. Each property owner shall be billed directly for each residence owned and the owner of each multi-family dwelling, mobile home park, or apartment building shall be billed for one service charge per unit. This service charge shall be adjusted from time to time by the Town Council to ensure the availability of sufficient funds to pay for the service rendered.
