(A) The township shall have the authority to negotiate agreements for sewer extensions with landowners, developers, and other municipalities, which agreements may take into consideration questions of demand, benefit, capacity, necessity, timing, and funding and may provide for construction advances, prepayment of rates and charges, pay back arrangements of up to 15 years and similar matters.
(B) Any such agreements approved by the Township Board prior to the effective date of this chapter are hereby ratified and confirmed.
