No parent, guardian, or other person having charge, guardianship, custody, or control of any minor under the age of 18 years shall encourage, knowingly permit, or by insufficient supervision and control allow the minor to violate any misdemeanor provision of this code or a state statute substantially corresponding to any section of the code.
