(A) In the event the monies in the Receiving Fund are insufficient to provide for the current requirements of the Operation and Maintenance Fund, any monies and/or securities in other funds of the system, except sums in the Contract Payment Fund derived from special assessment collections or tax levies, shall be transferred to the Operation and Maintenance Fund, to the extent of any deficit therein and these monies shall be replaced in the next operating year.
(B) User charges shall then be adjusted to the extent that the transfers are not required.
