(A) The system shall be operated and maintained by the township on a public utility basis pursuant to state law under the supervision and control of the Township Board, subject to the terms of the service agreement.
(B) The Township Board may:
(1) Employ the person or persons in the capacity or capacities as it deems advisable to carry on the efficient management and operation of the system; and
(2) Make the rules, orders, and regulations as it deems advisable and necessary to assure the efficient management and operations of the system.
(C) The system shall utilize an operating year commencing April 1 and ending on March 31.
