No statement contained in this subchapter shall be construed as preventing any special agreement or arrangement between the township and any user whereby sewage of unusual strength or character may be accepted by the township for treatment subject to the service agreement, subject to payment of a user surcharge by the user and provided the sewage will not damage the system, the sewage treatment facility, or the receiving water.
