(a) No person shall leave a watercraft in any docked space or tie up upon waters within the County without first properly fastening and securing such watercraft in such a manner as to avoid fouling or collision with any adjacent watercraft.
(b) No person shall anchor, moor, dock or tie up any watercraft to any dock facility or other structure upon waters within the County in such a manner that such watercraft thratens to or does block, impede or restrict other watercraft in their normal and reasonable use of the water.
