(a) No person shall operate any powercraft upon waters within the County where operation of powercraft is prohibited by any governmental authority having jurisdiction and control over such water.
(b) No person shall operate any powercraft upon waters within the County where such powercraft is propelled by a motor or combination of motors having horsepower in excess of that lawfully permitted by any governmental authority having jurisdiction and control over such water.
