(a) Except as provided in subsections (b) through (d) hereof, no person shall operate a snowmobile or all purpose vehicle upon the frozen surface of waters within the County unless such vehicle is registered and numbered in accordance with Ohio R.C. 4519.03 and 4519.04.
(b) No registration shall be required for a snowmobile or all purpose vehicle that is operated exclusively upon frozen waters within the County wholly owned by the operator or a member of the immediate family, or upon such frozen waters to which the operator has a possessory interest.
(c) No registraton shall be required for a snowmobile or all purpose vehicle owned and used by a resident of another state whenever that state has in effect a registration law similar to Ohio R.C. Chapter 4519 and such vehicle is properly registered thereunder.
(d) No registration shall be required for a snowmobile or all purpose vehicle owned and used in this State by the United States, another state, or a political subdivision thereof, but such vehicle shall display the name of the owner thereon.
