Every snowmobile and all purpose vehicle operated upon the frozen surface of waters within the County during the time from one-half (1/2) hour after sunset to one-half (1/2) hour before sunrise, and at any other time when there are unfavorable atmospheric conditions or insufficient natural light to render discernible persons, vehicles and substantial objects on the ice at a distance of one thousand (1,000) feet ahead, shall display lighted lights and illuminating devices required for such vehicles by Ohio R.C. 4519.20.
