(a) Vehicle parking on the grounds and access drives of all Summit County property is hereby prohibited, where posted, except as provided herein.
(b) Parking is permitted on the grounds and access drives of the Summit County property for the following classes of vehicles:
(1) County vehicles marked with the seal of the County and bearing County license plates.
(2) Commercial delivery vehicles utilized for delivery of property and goods to County facilities.
(3) Safety vehicles providing emergency service to individuals or property.
(4) Vehicles bearing handicapped license designations.
(5) Vehicles bearing parking permits issued by the County Executive.
(c) Violation of this section shall be punishable by a fine of not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00), and any vehicle parked in violation shall be towed at the expense of the owner.
