No traffic control signal shall be placed or maintained upon the State highway system within the County without first obtaining the permission of the Ohio Director of Transporation. The Director may revoke such permission and may remove or require to be removed any traffic control signal which has been erected without his permission on a State highway within the County, or which, if erected under a permit granted by the Director, does not conform to the State manual and specifications as required by Section 305.02, or which is not operated in accordance with the terms of the permit.
