Whenever this Traffic Code requires or allows an enhanced penalty for a subsequent offense, the previous enhancing offense shall include an identical or substantially similar offense brought under provisions of the Ohio Revised Code or any ordinance of any municipality within the State. Substantially similar includes those offenses which are identical to the subsequent offense charged under this Traffic Code, except for differences in penalty, identification of municipality or location, grammatical or organizational differences and other nonsubstantive differences.
