SECTION 6.06 EFFECTIVE DATE.
   This article shall be effective December 15, 1995, for the purpose of appointment of members of the Human Resource Commission.
   The Human Resource Commission shall adopt rules and regulations by May 15, 1996, and all authority granted under this article shall be vested in the Human Resource Commission effective July 1, 1996.
