(a) There is hereby created within Summit County a special revenue fund known as the "Law Enforcement Fund".
(b) All funds remaining from public auction of contraband after the costs of the forfeiture proceedings pre-paid, the balance due on any security interest preserved pursuant to Ohio R.C. 2933.42(C) is satisfied, and any costs incurred by the seizing agency in the storage, maintenance, security and forfeiture of the contraband property are paid, shall be paid into the "Law Enforcement Fund".
(c) All funds contained within the Law Enforcement Fund shall be allocated and used exclusively by the County Sheriff and Prosecutor to pay the costs of protracted or complex investigations and prosecutions, to provide reasonable technical training or expertise, to provide matching funds to obtain Federal or State grants to aid law enforcement, or for such other law enforcement purposes that the Executive and Council determines to be appropriate.
