(a) The Clerk of Council is hereby directed to forward a certified copy of every enacted ordinance for each Industrial Revenue Bond issue to the duly appointed bond counsel of the approved project.
(b) Publication of enacted ordinances for Industrial Revenue Bond issues shall be undertaken by bond counsel in conformity with the rules of County Council and the expense of publication shall be payable by such bond counsel.
(c) A copy of the proof of publication affidavit shall be filed with the Clerk of Council.
