Any purchases made by the County at the request of an individual County elected officeholder from any single vendor which exceed seventy-five thousand dollars ($75,000.00) in the aggregate in any calendar year, and where no additional competitive quotes or bids have been taken for the project, shall be made only upon authorization of County Council. Additional proposals may be submitted by the Executive for any contract when an award is not approved.
