The Fiscal Officer may refund any amount tendered as a prepayment if, prior to the mailing of a tax bill and escrow statement, the taxpayer or administrator of the taxpayer’s estate so requests and files with the Fiscal Officer an affidavit and supporting documents stating that the taxpayer no longer owns the property, that the taxpayer has died or that another event requiring the release of prepayment monies has occurred.
