171.03 OPERATION.
   (a)   The program shall be provided with bookkeeping, secretarial and other clerical support by the Summit County Fiscal Officer. The Summit County Fiscal Officer shall be the Managing Officer and Director of the program or his designee.
   The Director of the program shall invest all funds collected for this program and follow the rules and regulations set forth on O.R.C. Chapter 135.
   (b)   Mode of operation shall consist of the following:
      (1)   Referral. The program shall accept referrals for any person in potential need of program assistance from any agency, person or organization.
      (2)   Applications. All potential clients of the program will be sent applications with instructions for completion and submittal to the Fiscal Officer's Office.
      (3)   Evaluation. The Fiscal Officer's Office will review and investigate each applicant. The Fiscal Officer or designee will review the data and select recipients for the program. Such decisions for any award exceeding $5,000. shall require the consent of County Council.
      (4)   Notice. All applicants considered by the program shall be notified of the decision in their respective cases with sufficient time to provide for those to whom assistance has been denied, to pay real estate taxes timely. Application deadline dates shall be set by the Fiscal Officer or his designee.
      (5)   Disbursement. Following the collection of the real property taxes of the approved clients by the program, the Summit County Fiscal Officer will draw funds from an account established by the Budget and Management office for payment of delinquent real property taxes and penalty fees. This process must adhere to the laws that govern tax collection so payments would be timely. The cost of the program is to be deducted from the program itself.
   (c)   In the event the program should for any reason be deemed no longer necessary the original funds donated will be returned to the person or organization having made the donation.
