165.04 VACANCIES AND ALTERNATES.

(b) Each trustee may have one (1) alternate appointed in the same manner as the trustee, with written notice to the Chairperson of the Board. Alternates shall have the same powers as a trustee, including voting rights, in the absence of the trustee.
