The terms of the initial appointees shall commence on March 1, 1991 and shall expire on the first, second or third anniversary of that date, according to the terms for which the respective members are appointed. All appointments of successor trustees shall be for three-year terms. Trustees shall serve at the pleasure of the appointing political subdivision. The trustees now in office shall continue to serve until March 1, 1991.
