163.01 CREATION; MEMBERS; TERMS; DUTIES; PROPERTY.
   (a)   Members. There is hereby established the County of Summit Special Operations Response Team ("SORT") Executive Board. The County Executive shall appoint five members as follows:
      (1)   One member representing the City of Akron Fire Department;
      (2)   One member representing municipal government fire departments;
      (3)   One member representing township and village fire departments;
      (4)   One member representing the Summit County Emergency Management Agency;
      (5)   One member representing the University of Akron.
   (b)   Terms. Three members shall serve for three-year terms and two members shall serve for two-year terms and three-year terms thereafter. All members shall serve without compensation. The members shall meet at least quarterly.
   (c)   Duties. The SORT Executive Board shall have the following duties:
      (1)   Develop and implement a special operations guide for Summit County;
      (2)   Supervise the following SORT:
         A.   Hazardous Materials Response Branch;
         B.   Technical Rescue Branch;
         C.   Water Rescue Branch;
         D.   Incident Management Assistance Team;
      (3)   Recruit, train, approve and secure the certification of members of the SORT;
      (4)   Financial and budgetary planning for the SORT;
      (5)   Prepare an annual report to the County Executive;
      (6)   Conduct a county-wide hazard analysis;
      (7)   Accept, acquire, disburse and maintain funds, equipment, vehicles and supplies for the SORT;
      (8)   Incident reporting;
      (9)   Maintain a state of readiness of the SORT on behalf of the citizens of Summit County;
      (10)   Assist and coordinate fire suppression services;
      (11)   Maintain records; and
      (12)   Any other duties prescribed by the County Executive.
   (d)   Property. All property shall be in the name of the County of Summit and shall be the property of the County.
