154.03 TERM; REMOVAL.
   All members of the Review Board shall serve four (4) year terms, subject to their term in elected office or continued service in their job at the time of their appointment. The members’ initial terms of office shall be for one (1) year and shall commence upon the date of the County Council Resolution confirming their appointment by the County Executive. After their initial term of one (1) year, the terms of the members of the Review Board shall be staggered as follows:
   (a)   The Executive Director of the Summit County Children Services Board (chairperson), the Summit County Health Commissioner, The Summit County Medical Examiner, the Summit County Sheriff, a public health official, the Executive Director of the Summit County Alcohol, Drug Addiction and Mental Health Services Board, and a physician who holds a certificate issued pursuant to Ohio Revised Code Chapter 4731 authorizing the practice of medicine and surgery or osteopathic medicine and surgery, practices in pediatric or family medicine and currently practices pediatric or family medicine, or designees shall serve a term of four years beginning in 2002 and ending in 2006, when they shall be reappointed to a new four-year term.
   (b)   Any other members appointed by the County Executive that are deemed necessary for the operation of the Review Board shall serve a term of three years beginning in 2002 and ending in 2005, at which time they shall be appointed to a four-year term.
   The County Executive may remove any member for inefficiency, neglect of duty or malfeasance in office, after notice and public hearing before the County Council, provided that a majority of the County Council concurs. The County Executive shall then propose the appointment of a replacement member as representative of the designated office.
