149.02 STANDING COMMITTEE ON ALCOHOL AND DRUG ADDICTION SERVICES.
   A Standing Committee on alcohol and drug addiction services shall hereby be established and shall consist of eight (8) members. Four (4) members shall be appointed by the Director of Alcohol or Drug Addiction Services or who are alcohol and drug addiction services professionals or advocates; two (2) members shall be selected by the Board; and two (2) residents shall be from the services district who are not Board members but are qualified to be Board members. Of the two (2) members who are not Board members, one (1) shall be a person who has received or is receiving alcohol and drug addiction services and one (1) shall be a parent or other relative of such a person. These two (2) members shall be appointed by the Board to four (4) year terms of office and may be re-appointed to one subsequent term of office. The Standing Committee shall meet at least three (3) times a year and make recommendations to the Board concerning the Board's alcohol and drug addiction services plan, the Board's annual budget for services, programs funded by the Board, and guidelines for the evaluation of programs. The Committee shall adopt recommendations by a majority vote of its members and present them to the Board for consideration at a regularly scheduled meeting of the Board.
