(a) The recommendations of the SSAB shall be sought prior to consideration by the County Executive and County Council for appropriations and levy requests submitted by the social services agencies.
(b) Further, the SSAB shall be required to make, and the County Executive and County Council shall give consideration to, recommendations of the SSAB relating to:
(1) The levy structure supporting the social services agencies.
(2) The health and human service needs of the community.
(3) Budgets, annual appropriations and levy millage requests.
