(a) The membership of the SSAB shall consist of not less than fifteen (15) but no more than twenty-five (25) members appointed by the County Executive subject to confirmation by Council. There shall be two (2) categories of members, Members and Levy Agency Members.
(b) Each of the Agencies shall designate a member of its Board of Trustees or chief executive officer to act as a Levy Agency Member. Levy Agency Members do not vote on issues involving budgets, annual appropriations or levy millage requests coming before the board, and may not serve on the Executive or the Budget and Levy Review Committee.
(1) Each member shall serve at the pleasure of the County Executive. Initial appointments only shall be staggered as follows: Subsequent appointments shall be for terms not to exceed three (3) years unless reappointed by the Executive and confirmed by Council.
One-third (1/3) of the members shall be appointed to three (3) year terms;
One-third (1/3) of the members shall be appointed to two (2) year terms;
One-third (1/3) of the members shall be appointed to one (1) year terms.
(2) Each member of the SSAB shall complete and maintain a statement disclosing any business or volunteer interest, affiliation or activity, direct or indirect, which does or could constitute a conflict of interest or the appearance of a conflict of interest.
