(a) There shall be a Social Services Advisory Board (SSAB) and its purpose shall be to evaluate the health and human services needs of the community and the design and structure of the social service system and to provide oversight of the Children Services Board (CSB), the Alcohol, Drug Addiction and Mental Health Board (ADM), and the Developmental Disabilities Board (DD) (“Agencies”).
(b) The purpose of the SSAB shall be to review, evaluate and make recommendations to the County Executive and the County Council concerning:
(1) Review of the agency budgets and appropriations; and
(2) Review of the performance of the agencies against their plans and budgets; and
(3) Review of levy requests;
(4) Standardization of financial information and levy requests;
(5) Oversight of community health and human service needs and the levy structure.
