145A.02 PURPOSE AND DUTIES.
   (a)   The purpose of the Summit County Family Workforce Development Commission is to assist the Director of the Summit County Department of Job and Family Services in the formulation of an annual operating plan for the Summit County JOBS Program. The Family Workforce Development Commission shall also monitor and review all components of JOBS including the Job Club, Subsidized Employment Program, Community Work-Experience Program and Education and Training and make recommendations, on a bi-annual basis, to the County Executive and County Council on ways to enhance the programming efforts. Specific responsibilities of the Commission shall include but not be limited to all of the following:
      (1)   Assist the Department of Job and Family Services staff in the formulation of an annual JOBS program.

      (2)   Ensure that the annual JOBS plan, annual budget and programmatic reports are available for public review and comment.
      (3)   Ensure that appropriate procedures for public notification of fund availability for proposed services are followed.

      (4)   Assist the Summit County Department of Job and Family Services in establishing standard JOBS contract procedures including performance standards for education and training programs.

      (5)   Review the program's budget and appropriations.
      (6)   Hold at least one public hearing at the completion of each fourth quarter of the JOBS program; and or such other hearings as determined by a quorum of the Family Workforce Development Commission.
      (7)   Review the annual performance of JOBS against plans, budgets, and audits of the program. Such review shall include cost benefit analysis and client benefit analysis.
      (8)   Review existing JOBS personnel practices, including public notification of equal opportunity, and make recommendations to County Executive as appropriate.
      (9)   Monitor the coordination of JOBS services with the local JTPA administrative entity and OBES in order to eliminate program duplication and to maximize service delivery.
      (10)   Make recommendation to the County Executive and County Council on employment and training needs of JOBS clients as they arise.
