140.02 ALLOWANCE FOR PRISONERS.
   At the time the Sheriff presents the proposed Sheriff’s budget to Council, the Sheriff shall make and prepare a budget estimating the cost of operating the Summit County Jail and feeding its inmates for the ensuing fiscal year.
   The Sheriff shall also render to Council and itemized and accurate account, with all bills attached, the actual costs of keeping and feeding prisoners and other persons placed in the Sheriff’s charge and the number of meals serviced to each such prisoner or other person during the preceding year. The number of days for which allowance shall be made shall be computed on the basis of one day for each three meals actually served.
