At the time the Sheriff presents the proposed Sheriffs budget to Council, the Sheriff shall make a certified statement to the Council of all fines and costs in criminal prosecutions collected by the Sheriff, on execution or otherwise, during the year preceding such date and shall also report in such statement the amount of fines and costs so collected and paid over to the Clerk of Courts or to the Fiscal Officer.
