The County Fiscal Officer is hereby authorized and directed to establish a Pipeline Emergency Response Fund, which shall be administered by the Executive's Department of Public Safety - Emergency Management Agency, pursuant to all laws, rules and regulations established for funds established in the County's Codified Ordinances and/or by general law.
