If neither the owner, agent or person in control of such building or structure can be found within the County after reasonable diligent search, the unsafe building order shall be sent to one of them by registered or certified mail directed to his last known address, and a copy thereof shall be posted in a conspicuous place on such building or structure. Such procedure shall be deemed the equivalent of personal notice or service.
