(a) Before a permit is issued and within forty-eight (48) hours after an application therefor, the Building Official shall cause such building or structure to be inspected.
(b) If he finds that conditions require special inspection and supervision during the moving period, such inspection and supervision shall be agreed to in writing prior to a permit being issued. All costs related to special inspection and supervision shall be paid by the mover. When the Building Official determines the building can be moved safely under specified conditions, he shall cause a permit to be issued.
