(a) The Council of the County of Summit hereby finds that it will be of benefit to the County to require all County elected or appointed officers and employees, upon their written authorization, to directly deposit their paychecks by electronic means into their bank accounts.
(b) The County Fiscal Officer is hereby directed to timely establish a direct deposit electronic transfer system requiring all County elected or appointed officers and employees to participate in the direct deposit of their paychecks in accordance with the Ohio Revised Code and these Codified Ordinances.
