134.05 LAND REGISTRATION SYSTEM ABOLISHED; USE OF TRADITIONAL SYSTEM.
   (a)   The Council of the County of Summit hereby finds that, as a result of its review and assessment of the land registration system, the cost in time and money to both the public and the County exceeds the benefit of maintaining the land registration system in the County, and, therefore, the land registration system in the County is abolished.
   (b)   The date upon which land registration is abolished in the County shall be the date of implementation as such term is defined in Ohio R.C. 5310.31(B) and 5301.38.
   (c)   From and after the date of implementation, the County Fiscal Officer shall record and index the land registration certificates of title in the traditional recording system as provided in Ohio R.C. 5310.50, and shall not charge a fee for recording and indexing such certificates. The County Fiscal Officer is specifically authorized to delete from any certificate of title references to restrictions prohibited by the Fair Housing Act of 1968 as modified or amended from time to time so that such restriction shall not be perpetuated in the public records of the County.
