(a) The contractor or developer shall be responsible for obtaining Ohio EPA approval of any sanitary sewerage facilities subject to State jurisdiction and shall pay all applicable fees associated with the review process.
(b) The contractor or developer shall be responsible for obtaining the approval of any other political subdivision owning or operating a wastewater treatment plant or other sewerage facility which will receive sewage flows from the proposed project.
