(a) All publicly financed sanitary sewerage facilities in the Summit County Metropolitan Sewer District shall be constructed in accordance with the plans and specifications provided by the Department of Sanitary Sewer Services. Unless otherwise specified in the plans and specifications, all work shall be in conformance with the Standard Detailed Drawings and Procedures.
(b) Except for work costing less than five hundred dollars ($500.00), each contractor selected to construct publicly financed sanitary sewerage facilities shall enter into an agreement with the County which specifies the following terms, including but not limited to:
(1) The scope of services and time of performance.
(2) The amount of compensation.
(3) The general conditions and technical specifications.
(4) The performance bond.
