926.01 PURPOSE AND POLICY.
   (a)    This chapter sets forth uniform requirements for tributary community discharge into the County's wastewater collection and treatment systems, and enables the County to protect public health in conformity with all applicable local, state and federal laws related thereto. The
objectives of this chapter are:
      (1)    Satisfy the State and Federal requirements that the County develops and implements a Storm Water Quality Management Program in accordance with the Water Quality Act of 1987, 40 CFR Part 402(P).
       (2)    Provide a procedure by which the County can enforce the elimination of separate sanitary sewer overflows up to the specified design storm event, ban combined sewer systems in areas served by County sewers, and control peak flows from community sewer systems at the point of connection into sewers owned by the County or sewers owned by another community providing wastewater services to the County.
   (b)    This chapter provides for the regulation of discharges into the County's wastewater system through the issuance of permits and the enforcement of administrative regulations. This chapter does not provide for the recovery of operations, maintenance, or replacement costs of the County's wastewater treatment or transportation systems or other costs associated with the construction of collection and treatment systems, which are the subject of separate sewer use agreements.
