(a) All property owners whose property abuts and all persons whose residence abuts land on which the County Engineer or any County department proposes a public improvement or construction project shall be notified by certified mail, at least ten (10) days in advance, of the public hearing on such project. Such notification shall briefly describe the project, state the date, time and place of the public hearing and inform the recipient of the right to appear before County Council to ask questions about the project, as well as to state objections or support.
(b) All other property owners or residents who may reasonably be considered to be affected shall also be so notified.
(c) The chief elected official of the township, city or village in which the improvement or construction project is proposed shall similarly be notified of the public hearing by certified mail.
(d) Responsibility for notification shall be the responsibility of the elected officeholder under whose jurisdiction the public improvement or construction project will take place.
