(a) All persons licensed as wholesalers of fireworks pursuant to Ohio R.C. 3743.15 may sell fireworks at wholesale only to:
(1) Persons licensed as wholesalers pursuant to Ohio R.C. 3743.15.
(2) Out-of-state residents pursuant to Ohio R.C. 3743.44.
(3) In-state residents pursuant to Ohio R.C. 3743.45.
(4) Persons located in another state provided the fireworks are shipped directly to that state.
(b) All persons licensed as wholesalers of fireworks pursuant to Ohio R.C. 3743.15 may sell fireworks at retail only to:
(1) Licensed exhibitors in accordance with Ohio R.C. 3743.50 to 3743.55.
(2) Out-of-state residents pursuant to Ohio R.C. 3743.44.
(3) In-state residents pursuant to Ohio R.C. 3743.45.
(4) Persons located in another state provided the fireworks are shipped directly to that state.
(c) All wholesalers who are required to keep records pursuant to Ohio R.C. 3743.20 shall make the same available upon demand to any law enforcement agency or department having jurisdiction in the area in which such manufacturing business is located.
