(a) Upon the filing with the Clerk of Council of any resolution or ordinance requesting the inducement or issuance of industrial development revenue bonds or any other type of bond projects, including, but not limited to, Ohio Multi Mode, Civic Facility, Ohio Hospital Facilities, Healthcare Facilities, Ohio Library Improvement, Variable Rate Demand and Multi Family revenue development bonding legislation projects, there shall be deposited a filing fee of five hundred dollars ($500.00) per project. Fees paid shall be used exclusively to reimburse the County for actual expenses incurred in rendering services to such proposed bond project.
(b) The fees set forth in subsection (a) shall take effect on August 1, 2008, and shall apply to all proposed bond projects submitted after that date.

(c) Nothing herein shall be construed as creating any duty or liability on the part of the County, or any of its agents or employees, to any person or entity involved or having an interest in the issuance, sale, purchase or transfer of any bonds or any bond proceeds, or to any third- party, for the County's performance of prevailing wage activities or use of the fee levied hereunder.
