(a) The Sheriff's Training Fees shall be as follows:

(b) The Sheriff is authorized to waive training fees for up to four (4) full-time employees annually to attend the Basic Peace Officer Academy, provided that qualified paying candidates are not displaced, who meet all the following criteria:
(1) Complete a “Request for Consideration Form”;
(2) Have two (2) years of full-time service with the Sheriff’s Office and possess special skills and qualifications that in the judgment of the Sheriff, merit a waiver of training fees;
(3) Submit to a thorough background investigation conducted by the Sheriff’s Office; and
(4) Successfully pass all required entrance examinations, including, but not limited to, written and physical testing; and
(5) Remit all other training and associated academy fees prior to receiving the waiver of training fees.
(c) The Sheriff is authorized to waive training fees for current reserve or former military personnel who wish to attend the Basic Peace Officer Academy, and shall be determined to possess special skills and qualifications that merit a waiver of training fees provided that they have served at least two (2) years in a recognized branch of the U.S. Military with an honorable discharge or are active in the reserves in a recognized branch of the U.S. Military.
(d) Candidates will be selected from eligible applicants by a three (3) member committee consisting of two County Sheriff’s employees and the Chairperson of the Public Safety Committee of the County Council.
