111.03 COMPLIANCE WITH REQUIREMENTS.

This chapter is hereby declared an emergency to meet the requirements of Federal Executive Order 11625 and OMB Circular A-102 of the United States Federal Government in compliance with the grant requirements for the community development program of the Department of Housing and Urban Development and to provide for the health, safety and welfare of the citizens of Summit County.
