(a) Any watercraft found upon waters within the County without being registered and numbered in accordance with Ohio R.C. Chapter 1547 may be removed and impounded by any law enforcement officer, and shall not be released until the owner thereof complies with such section and pays to the removing and impounding law enforcement agency the cost incurred in the removal, impounding and storage of such watercraft.
(b) In the event of emergency where the public necessity requires the removal of watercraft from its place of moorage or tie up for the protection of persons or property, any law enforcement officer may remove and secure any watercraft if the owner cannot be contacted or the owner is unable to remove such watercraft in a reasonable time. No governmental authority, law enforcement officer or any agent of either shall be liable for damage to any property occasioned by such removal provided reasonable care and caution is exercised.
