(a) No person shall operate any watercraft upon waters within the County, subject to the jurisdiction and control of any governmental authority, when such waters have been specifically posted by the governmental authority indicating such watercraft may not be operated thereon.
(b) No person shall operate any watercraft upon waters within the County, being the property of another private person, other than a governmental authority, without obtaining permission from the owner or person having right to possesion of the water to operate such watercraft thereon.
