(a) The Board of the Commission shall consist of three members. The duly appointed members shall constitute the Board pursuant to previous action of Council.
(b) At the conclusion of the term of the appointment of each member of the Commission, the Governing Body of the City shall appoint a successor for a term of 5 years. Not more than 2 of the 3 members of the Board shall be from the same political party and no member shall hold office (other than the office of notary public) or employment under the United States of America, the State of West Virginia, any county or political subdivision thereof, or any political party. All members shall be residents of the City.
(c) If any member of the Board of the Commission resigns, dies or for any reason ceases to be a member of said Board, the Governing Body of the City shall appoint another individual to fill the unexpired portion of the term of such member.
