§ 31.03 PRESIDING OFFICER; RULES OF ORDER.
   The Mayor, or in his or her absence, the Mayor Pro Tempore, shall preside at all Council meetings. Meetings shall be conducted under Robert’s Rules of Order, Newly Revised, 1970 Edition, except when said rules conflict or are inconsistent with state law, this code, town ordinances or rules of order adopted by Council. All questions of order shall be decided by the Mayor without debate, subject to an appeal to Council. Rules of order may be suspended only by unanimous consent of those Council members who are present.
