The purpose of this chapter is to establish standards and procedures for the subdivision and re-subdivision of land within the village. It is further designed to provide for the orderly growth and development of the village; for the coordination of streets and highways, and with other public existing or planned streets and highways, and with other public facilities; for the dedication or reservation of recreation or open space areas serving residents of the immediate neighborhood within the subdivision and rights-of-way or easements for streets and utilities; and for the distribution of population and traffic in a manner that will avoid congestion and overcrowding and will create conditions essential to public health, safety, and the general welfare. This chapter is designed to further facilitate adequate provisions of water, sewerage, parks, and schools, and also to facilitate the further re-subdivision of larger tracts into smaller parcels of land.
